There are two tracks of examining the debate over marijuana legalization: deciding to legalize (or not) based on the perceived evolution of American values and social mores, or making the decision based on what scientific evidence does exist, in conjunction with an evidence-based comparison to two other human vices that are legal — tobacco and alcohol.
