Legalization efforts in Uruguay are being pushed by the government yet resisted by the public, a situation so different from our own that it may seem like the Twilight Zone. The proposal would also create the ‘National Institute of Cannabis’, which would invest profits from cannabis sales in crime prevention and anti-addiction programs.
